About University
Maulana Mazharul Haque Arabic and Persian University, Patna, was established by the Government of Bihar under the provisions of Bihar State Universities Act(1976) as amended up to date. Under section 3(L) of the aforesaid Act, Maulana Mazharul Haque Arabic and Persian University has been established with the headquarters at Patna and with the jurisdiction over the whole of the State of Bihar. The same has duly been notified by the Department of Human Resource Development, Government vide notification no. 2/p/5-11-2005-1998 dated 22 November 2006. Apart from special task of development of higher standards in Arabic and Persian, the University is also charged with the duty to develop other branches of knowledge through sharing and collaboration for the dissemination of knowledge in the interest of the students and society. The Department of Human Resources Development, Govt. of Bihar had notified its functions vide memo no. HE 1551 dated 24-07-2008 starting that “to confer or grant degree, diploma, certificate and other academic distinctions in Arabic or Persian or in such other branches of learning, including vocational, professional and education, as the University may consider fit”.

Chetan Sadhan Institute was founded by Dr. N R Singh in the loving memories of his late son Chetan Sadhan in year 1998. As authorized center of Sikkim Manipal University, KSOU, IGNOU and VETA English academy, the institute is successfully providing training in Computers, IT, Management, Biotech, Journalism and also Full time engineering degree and diploma in Civil, Mechanical, ECE, Electrical and CSE to about 1000 students of Tirhut commissionaire. The institute is first in North Bihar to initiate job oriented Programme for youths of middle income group families. Institute also arranges free seminars for students time to time which provides them career counseling by experts from different fields. Keeping its social responsibilities the Institute in memories of late Chetan sadhan have established oxygen bank in the city along with sponsoring different social, culture and sports activities of north Bihar. The incessant and unceasing struggle of human race against the nature solely for its survival, dating back since time immemorial, shall certainly keep continuing till time infinite. In the same continuity the present era is witnessing emergence of dire need of ours to move and rise at meteoric speed for meeting the ever-increasing challenges of development appearing at a newer, higher and more and more complex level and in greater dimensions demanding of us to mix up speed with accuracy, lest we should get finished, rather, extinct. We have already reached a stage where the concept of space and time of the yonder years is rendered inadequate and modified. The world is getting narrower and time no longer remains as much an agonizing factor today. Survival of the fittest has become a dictum realized even by a child. Mere intelligence of howsoever much order is no more a possession that reigned supreme till yesterday, it is the application of it that is the master key to success and achievement in all spheres. The need of the hour is to strive to come out of the shell of mediocrity and to devise ways to acquire excellence and further to translate the same most methodically with a result oriented mind, attitude and habit.
When few friends motivated me to act in appositive direction towards meeting these ends, I was inspired to contribute by pouring in my total self towards the goal and created a trust dedicating after my deity Shri Sai Nath whose in acclamation stood at the zenith of sacrifice, love, sympathy and service to the needy. Nobody ever carried anything with them in their journey to the other world, nor would I. as such the idea to serve this noble cause this modest way emanated. And when these good meaning persons as co-trustees resolved to name this institution after my late son Chetan Sadhan, I was overwhelmed. ‘Chetan’ surely had the ingredients in him to attain great heights in the field of technology in which he had just begun treading. Suddenly also emerged a dream of finding him in many thousands of sons and daughters to be groomed and trained in the manner that could facilitate enabling them to encounter the demands of present era as well as theirs and the country and above all to open the door of this education and knowledge even for the youth belonging to middle income groups.

IGNOU initiated Vertically Integrated Engineering Programme(VIEP) to create a system of education that allows students a greater choice in education. This Programme allow students who have passed the 10th Standard, 12th Standard Examinations and also those who already hold ITI certificates, Diploma, B.Sc., BCS, BCA or equivalent, to pursue a higher qualification starting from Advanced Certificate, Diploma and going up to Bachelor’s Degree in Technology. VIEP initiated by IGNOU allows students to enter the stream of technical education upon passing the 10th standard examination. In this programme a student can obtain a diploma in Engineering or a Degree in Engineering or an Advanced Certificate in Engineering from IGNOU and then exit the Programme to join an industry for employment with the option of re-entry at a later point in time for perusing a higher certification/ degree. However, after meeting the requirements for Advanced Certificate, the student will also have the option to continue education without breaking off for employment or otherwise and earn the balance credits for obtaining a Diploma. Further, after meeting the requirements for Diploma, the students may again exercise his option of breaking of or he/ she mat choose to continue technical education towards the goal of obtaining a Degree in Engineering. Also, the student may exercise his option of stream after diploma. In effect, a student may join IGNOU-VIEP Programme after passing the 10th standard examination and remain a part of the Programme continuously for 6 years till the time he/ she gets a Degree in Engineering.
Maulana Mazharul Haque Arabic and Persian UniversityMaulana Mazharul Haque Arabic and Persian University, Patna, was established by the Government of Bihar under the provisions of Bihar State Universities Act(1976) as amended up to date. Under section 3(L) of the aforesaid Act, Maulana Mazharul Haque Arabic and Persian University has been established with the headquarters at Patna and with the jurisdiction over the whole of the State of Bihar. The same has duly been notified by the Department of Human Resource Development, Government vide notification no. 2/p/5-11-2005-1998 dated 22 November 2006. Apart from special task of development of higher standards in Arabic and Persian, the University is also charged with the duty to develop other branches of knowledge through sharing and collaboration for the dissemination of knowledge in the interest of the students and society. The Department of Human Resources Development, Govt. of Bihar had notified its functions vide memo no. HE 1551 dated 24-07-2008 starting that “to confer or grant degree, diploma, certificate and other academic distinctions in Arabic or Persian or in such other branches of learning, including vocational, professional and education, as the University may consider fit”.
